United States of America passes TAKE IT DOWN Act: Increasing Protections Against NCII

As a founding supporter, SWGfL welcomes the U.S. Congress’s passing of the TAKE IT DOWN Act as a historic and much-needed advance in the global fight against non-consensual intimate image (NCII) abuse. With the bill now heading to President Trump for signing, the United States is poised to implement stronger legal frameworks to combat image-based sexual abuse which also includes AI-generated NCII.

This legislation marks a turning point for survivors who have long struggled to have explicit images removed from the internet that have been shared without consent. The new law will require platforms to remove NCII within 48 hours of receiving a victim's request, as well as criminalising the malicious sharing of such content.

But while this is a significant step forward, this legislation alone is not enough. Policy enforcement is essential—but prevention, efficiency, collaboration and victim-led solutions are just as critical. That’s where StopNCII.org plays an essential role.

A Call for Increased Protections

While we applaud the many companies and advocacy groups that supported the TAKE IT DOWN Act as well as those who have already integrated StopNCII—including Meta, Microsoft Bing, TikTok, and Snap—we must go further. The success of efforts like this legislation will depend heavily on the cooperation of all digital platforms.

That’s why StopNCII.org is calling on every platform, no matter its size or focus, to join our initiative. By integrating with StopNCII.org, platforms can:

  • Prevent and block the upload of NCII before it happens
  • Gain essential support to comply with new legal obligations under the TAKE IT DOWN Act
  • Empower victims of NCII to take back control of their digital lives
  • Demonstrate a commitment to privacy, safety, and user protection

A Global Problem Requires a Global Solution

From our work with StopNCII, we have seen that this form of abuse knows no borders. While the TAKE IT DOWN Act sets a strong national standard for America, we urge lawmakers and tech leaders around the world to adopt tech led solutions that prevent harm before it occurs. StopNCII.org is already active across the world, but more can and must be done.

What is StopNCII.org?

StopNCII.org is a free, global tool developed by SWGfL that helps individuals concerned about NCII proactively prevent the spread of their intimate images online. Through secure hashing technology, individuals can create a digital fingerprint—or hash—of their images. Participating platforms can then use this hash to block the image from being uploaded or shared, stopping abuse before it happens.

Importantly, images are never uploaded to StopNCII.org. Only hashes are created, ensuring victim privacy and security.
