We strongly welcome Ofcom’s decision to strengthen its Illegal Content Codes by including the recommendation that platforms deploy ‘automated detection technology’ (also known as hash matching) to prevent the spread of non-consensual intimate images online. This is a considerable milestone and a timely step that recognises both the scale of the harm and the importance of proactive, technology-driven safeguards, especially in the wake of evolving threats such as sexually synthetic content (deepfakes).
We fully support the emphasis on using robust, high-quality hash databases and are encouraged by Ofcom’s recognition of StopNCII.org as a leading solution within this space. StopNCII.org was built to empower individuals across the world to prevent the non-consensual sharing of their intimate content by enabling platforms to act quickly and consistently to stop NCII from being posted across their platforms.
David Wright CBE, CEO of SWGfL, said: ‘As expectations for platforms continue to evolve, alongside requirements for rapid takedown and broader legislative measures, we stand ready to support companies in meeting these responsibilities. Collaboration between regulators, platforms and the tools that are there to support will be essential to deliver long-lasting, scalable protection for users. We remain committed to working with industry partners to support them throughout this process and ensure that StopNCII.org is used effectively to reduce the spread of NCII online.’
