SWGfL’s Revenge Porn Helpline is working with the Foreign, Commonwealth and Development Office (FCDO) to establish a new pilot project looking at a Global Clearing Centre for NCII (non-consensual intimate image) content.
This programme will enable NGOs from across the world to identify and remove NCII more effectively and further reduce the spread of images whilst utilising the StopNCII.org tool.
To coincide with this, the pilot will be supported by the development of a model national response (MNR) framework as well as a network of shared best practice and international collaboration.
This pilot and MNR framework are being funded by the ISF Fund through the FCDO in the UK.
The Global Spread of NCII
Intimate image abuse is not confined to any country or region. It is a global online harm that crosses borders, platforms and cultures. Many NGOs are already working tirelessly to support victims in their own communities, but many face the same challenges such as:
- Limited access to fast removal routes
- Inconsistent legal frameworks
- Lack of training and technical capability
The Global Clearing Centre has been created to tackle these gaps, and accelerate a coordinated, global response to NCII.
What is the Global Clearing Centre?
The Global Clearing Centre will work to:
- Improve the removal of NCII content at global scale.
- Train and upskill NGOs on intimate image abuse and response models.
- Support NGOs to use the StopNCII.org system for hash-matching and URL sharing.
- Enable NGOs to input image hashes directly to detect and remove NCII quickly
- Invite global NGOs to join and collaborate towards the initiative.
Model National Response
To support the Global Clearing Centre, we will also be strengthening international standards and best practice in the response towards intimate image abuse by developing a Model National Response Framework designed by stakeholders across the globe
Throughout this participating NGOs will receive training, technical support, guidance and advice to increase impact and improve their ability to protect and respond.
Collectively these pieces of work will create a trusted, repeatable process that works across borders and platforms.
Our New NGO Partners
The Global Clearing Centre pilot launches with an initial cohort of international partners:
- #StopFisha - France-based feminist association fighting cybersexism, sexist abuse and sexual cyberviolence.
- The Digital Rights Foundation - Pakistan-based organisation defending privacy, freedom of expression and the digital rights of women, minorities and dissidents.
- Cyber Civil Rights Initiative (CCRI) - US based organisation combatting online abuse that threatens civil rights, civil liberties and equality.
- Action Against Child Sexual Abuse Initiative (ACSAI) - Women-led organisation in Nigeria focused on improving the safety and wellbeing of women and children.
We are also pleased to announce that additional NGOs are in the process of being onboarded and will be announced soon.
A Global Problem Needs a Global Response
This initiative will provide shared infrastructure, shared standards, shared intelligence and shared tools to combat intimate image abuse across a much larger scale.
Abusers work across borders, platforms operate across borders and survivors need protection across borders. The Global Clearing Centre is designed to make that possible.
